Mirna Torres, Director, DL
Division of Legalization
The Division of Legalization (DL) prepares charitable immigration programs to expand their
service-delivery capacity and seeks to establish a coordinated service-delivery and legal
support architecture that will significantly strengthen the immigrant rights community.
It works with a cross-section of national and regional groups
to identify potential new service providers in under-served
communities, whether geographic, ethnic, or population-
specific communities.
Once these groups are identified, it develops plans and
works with potential service providers to start programs
that will allow millions of immigrants throughout the United
States to understand and to exercise their rights.
The division provides support in securing BIA recognition
and staff accreditation so that they can represent
immigrants, hiring and training staff, establishing office
procedures, preparing budgets, and completing many other tasks.
It also manages CLINIC's Legalization Project.
Programs:
• Immigration Management Project
• Legal and Social Services for Victims of Violence
• Legalization
