CLINIC offers a yearly membership to Catholic Charities, Catholic Diocesan programs, and Religious Orders. An agency's membership includes
• access to CLINIC's 800 number. CLINIC's legal staff answer the 800 line five days a week to assist partner agencies with legal immigration questions.
• a one-year subscription to "CLINIC News." The newsletter provides updates in CLINIC Board decisions, new program initiatives, legislative and administrative advocacy, news from the Catholic network, trainings, and much more.
• participation in consortia and fundraising projects.
• discounted access to trainings, publications, & CLINIC events, such as the Annual Convening.
MEMBERSHIP GUIDELINES
1. Catholic Character CLINIC's mission is to extend and improve the legal immigration work of the Catholic Church in the United States. Furthermore, its federal tax-exempt status turns, in part, on its religious identity and affiliation. Thus, as a rule, CLINIC cannot have non-Catholic members or enter service contracts with non-Catholic entities. Exceptions to this rule require the approval of its Executive Director and, occasionally, its Board of Directors.
In September 1999, CLINIC's Board of Directors recognized a refinement to this general rule in the case of dioceses or Catholic Charities who have developed referral, funding or programmatic relationships with non-Catholic charitable immigration programs in their area. At the request of the diocese or Catholic Charities, CLINIC's Board determined that CLINIC could provide membership services to such non-Catholic programs, although at a charge beyond the normal membership fee. In addition, the Catholic Charities or diocese would remain the CLINIC member agency. CLINIC memberships are available to Catholic agencies that are authorized to practice law, or working towards becoming authorized accredited.
This policy does not apply to individual low-income newcomers. CLINIC and its partner agencies provide legal services to low-income newcomers without reference to their religion, race, ethnicity, gender or country of origin
2. Billing Member agencies are billed every January for their dues for that year. The fees are based on the size of the immigration program budget.
Membership payments are due by the end of February of the new year. This fee schedule was approved by the advisory committee, and selected as one that would not unduly burden programs or dissuade them from remaining CLINIC members.
3. Charging for Trainings, Publications & Events Apart from this general rule, many of the services CLINIC provides to its Catholic partner agencies like its trainings, newsletter and publications, can also be extended on a fee basis to non-Catholic entities, particularly charitable organizations. This is in keeping with CLINIC's charitable mission, and has the added benefit of helping to expand CLINIC's work to its Catholic member agencies. However, CLINIC's member agencies must first be served --and served well-- before other entities can access CLINIC's services.
CLINIC OFFERS NON-CATHOLIC AGENCIES "SUBSCRIBER STATUS" Subscriber status provides access to CLINIC’s toll-free Immigration Information Hotline, a sample Board of Immigration Appeals (BIA) application for agency recognition and staff accreditation, regular e-mails on legal updates, and three copies of CLINIC’s monthly newsletter.
