Catholic Legal Immigration Network, Inc. (CLINIC) received a
grant from the federal Office of Refugee Resettlement (ORR) to
provide technical assistance on refugee citizenship and civic
participation. Recipients of this technical assistance include
state-administered refugee service providers, Mutual
Assistance Association grantees, voluntary agencies, and
other refugee service providers. CLINIC is partnering with
Mosaica: The Center for Nonprofit Development and Pluralism
for training and technical assistance on civic participation.
Refugees naturalize at a higher rate than other, non-refugee
immigrants, yet they often face serious challenges in the
naturalization process due to advanced age, disabilities, low
income, limited English proficiency, and low levels of literacy.
Refugees also face challenges to civic participation such as
language and cultural barriers, unfamiliarity with U.S. civic
institutions, and reluctance to get involved in community affairs
due to negative experiences in their native countries. This
project seeks to improve services to refugees in becoming U.S.
citizens and further their integration into American society.
Specific project services and activities will include:
• On-site trainings and consultations on citizenship and civic participation tailored to community
and agency needs
• Conference call trainings on naturalization law and policy topics of interest to TA recipients
• Telephone consultations on naturalization cases and civic participation issues
• Toolkits on select citizenship and civic participation topics
• E-mail list serve for updates on policy changes, resources, and other information
• Website for one-stop, easy access to resources and information on citizenship and civic
participation
• Reference handbook on how to naturalize the most vulnerable populations (elderly, disabled,
low-income, low-literate, limited English proficient)
• Meetings with USCIS and other federal and state agencies on policy issues affecting refugees
