Parole Program for Cubans, Haitians, Nicaraguans and Venezuelans

The Department of Homeland Security, or DHS, has announced new parole programs for nationals of Cuba, Haiti, Nicaragua and Venezuela who are seeking save haven within the United States due to the conditions in their country. This process is being implemented in conjunction with a new border enforcement policy. In this free webinar, CLINIC staff will provide an overview of the programs and how the process works; review sponsor/beneficiary eligibility requirements; and provide tips on completing the I-134A, traveling to the U.S., and benefits after parole.

Catholic Charities Dallas is looking for a Director of Programs to join our CCD Senior Leadership team. You will lead the Immigration Legal Services missions & programs and all its business units.

Provide Leadership

You will be responsible for the direction, personnel administration, program management, reporting, fiscal planning and monitoring, staff trainings, legal client representation, accreditation, compliance, and risk management for all the ILS missions and programs.

Direct Reports

  • 4-5 program managers and administrative assistant; ~44 total employees

Callaborations

  • You will establish and maintain relationships with other service agencies and organizations in the community to strengthen service delivery to clients.
  • You will represent Catholic Charities Dallas throughout our nine County Service area (in Diocese of Dallas) at Parishes, community coalitions, networks, conferences, and events.

Budgeting and Reporting

  • You will monitor the budget for ILS missions and programs and be responsible for weekly, monthly, quarterly, and annual reports to CCD and all of our stakeholders.
  • You will oversee several grants and ensure compliance with goals and grant policies.

Qualifications

  • BA in Business Administration, or related field required.
  • Experience in legal work and/or practicing immigration law required
  • Master’s degree in business, JD (Juris Doctor), or related field a plus
  • At least five years of demonstrated or progressive administration and leadership roles.
  • Additional accreditations as required by specific program.
  • Bilingual English/Spanish preferred
  • Demonstrated experience with multicultural populations.
  • Highly motivated; able to work independently and as part of a team and with energy, optimism, and persistence
  • Computer literate and experience with MS Office suite of products and programmatic database application
  • Highly developed skills in strategic planning, budgeting and team management
  • Excellent verbal and interpersonal skills.
  • Must be able to represent CCD at community events and meetings.

Compensation and Benefits

  • Catholic Charities Dallas offers a variety of benefits to our staff including medical, dental, vision, and life insurance. Our employees can participate in a retirement plan with an employer contribution after one year of employment. Paid Time Off (PTO) allows employees the flexibility to take time off as they need, and we have a generous holiday schedule. This is a full-time, exempt position with a salary range of High 5 figure to low 6 figure salary, based on skills and experience.

Supervising Senior Attorney - Advocate

Summary

The Supervising Senior Attorney/Advocate has responsibility for providing accurate and comprehensive immigration program management (including DOJ Recognition and Accreditation) advice to CLINIC’s network of charitable immigration legal services organizations (“CLINIC affiliates”) and partner legal services organizations, conducting trainings (both in-person and virtually), and authoring articles and resource materials. This Attorney/Advocate must analyze and apply immigration practice principles to complex questions and fact scenarios. The Supervising Senior Attorney/Advocate will also provide direct supervision to other attorneys and advocates on the Training and Technical Assistance (TTA) team.

Primary Responsibilities

Technical Assistance and Training

  • Maintain a broad knowledge on the fundamentals of U.S. immigration law and practice and be informed about changes in immigration regulations and policies.
  • Provide accurate and comprehensive advice to CLINIC affiliates and partner legal services organizations on a range of topics related to immigration program management, capacity building, and ethical practice of law.
  • Assist in mentoring affiliates and providing sample or template materials, as needed.
  • Assist in preparing trainings on a range of topics related to immigration program management, capacity building, and the ethical practice of law, including DOJ Recognition and Accreditation.
  • Conduct in-person and remote trainings and webinars in collaboration with other CLINIC and external subject matter experts. Maintain accurate records in CLINIC’s data management system.
  • As assigned, accept opportunities to speak at conferences on immigration program management and capacity building issues.
  • Exercise independent legal judgment.
  • Partner with CLINIC’s Field Engagement team to:
    • assess topics for training and resources based on affiliate inquiries and feedback;
    • determine areas for continued excellence or improvement in providing training and technical assistance;
    • coordinate and collaborate on affiliate cohort sessions as appropriate.

Writing

  • Assist in creating, disseminating, and periodically reviewing/updating resource materials on immigration program management, capacity building, and the ethical practice of law.
  • As assigned, support CLINIC’s Advocacy section on select issues including analyzing and drafting public comments to proposed

Supervision

  • Provide leadership, direction, consultation, mentoring, and support to direct reports to ensure clarity in roles, responsibilities, and expectations.
  • Make assignments to staff and monitor and review work on a regular basis.
  • Ensure quality control mechanisms and monitor staff’s effective use of CLINIC’s resources.
  • Conduct assessments of staff performance and provide regular guidance and feedback to staff and the TTA Director.
  • Complete performance evaluations.
  • Assess staff resources and developmental needs, make recommendation on strategies for meeting those needs, and facilitate access to developmental resources.

Knowledge, Skills, and Abilities

  • Juris Doctor Degree or DOJ Accreditation (Full or Partial) preferred.
  • Eight years or more experience in non-profit immigration legal services including program management, organizational/strategic planning, and program evaluation/assessment.
  • At least three years supervisory experience.
  • High degree of knowledge of delivery of direct immigration legal services; resource development strategies; best practices; and non-profit management.
  • Ability to manage work on multiple projects effectively and efficiently.
  • Ability to coordinate and manage special projects.
  • Excellent written and verbal communication skills.
  • Strong training content development and public speaking skills.
  • An uncompromising commitment to immigrants' rights and race equity Foreign language skills a plus.
  • Ability to travel on occasion for trainings, conferences and site visits.

Supervision

  • Provide leadership, direction, supervision, consultation, mentoring and support to Senior Paralegal to ensure clarity in role, responsibilities, and expectations. May also provide direct supervision to other attorneys on the TTA team.
